1. Steve Cole, Cambria resident, asks for news of 2 Bridges construction on San Simeon Creek Road.

VII Council Member Items/Discussion

Dawn Dunlap, Ag Rep, relates item of a court-order sale of 325 acres (Gamboni Property) on Santa Rosa Creek Road. Sealed bids resulted in $2.15 and auction to occur in SLO.

VIII Sheriff’s Report

IX CCSD Report: Joan Cobin

Reports on the efficiency and competence of CCSD members. District is running efficiently, in her opinion. Also, professional staff hired. Present CCSD Board is knowledgeable, experienced, a “good” board.

Goals of CCSD:

Fire Safety, including storage capacity of water

Establishing an alternate water source- 665 on water wait list and 8 years of waiting.

Having adequate funds to balance income and expenditures.

Responsibility for well-being of community.

CCSD September Board Meeting Items: desal plant-testing for location of plant-in area behind Shamel Park. Working with Army Corp. of Engineers

Adoption of a Water Master Plan

The additional 3 million? Complicated issue. No time to expound on this issue at this time, according to Cobin.

Jerry Levitz-Cambrians only attend meetings when directly affected.

Asks for special space for CCSD Reports in the Cambrian.

X Supervisor’s Report-Bruce Gibson

Letter sent to Coastal commission-re. San simeon Brdges. Threat posed to residents of area if not repaired.

Regular fire trucks can make it through the bridges, but tractors and bulldozers cannot.

Chief Putney has sent a letter to Coastal Commission

Meeting re. planning-Budget

Planning issues.

October 14-Meeting to prioritize resources and in the afternoon the Board members and reps will meet in a county-wide discussion to discuss needs and revenues available.

Bob Laughlin-thanks Supervisor Gibson for xing the Recent Land Transfer proposal in South County.

XI County Planning Report: Arlin Singwald

Special Presentation

1. County Local Coastal Program and recent updates to CZLUO

Will address the amendments later.

2. North Coast Area Plan Update-online resources are available to all citizens to view his Power Point presentation on the NCAC website.

3. Explanation of Coastal Act of 1976

Defines Coastal Zone: 3 miles seaward and 100 yard (max. 5 miles) inland

Craig Smith-notes that a project approved by NCAC last year is not the project that was built. NCAC approved an addition to a house but a guest house was built.

Craig says credibility of Council in jeopardy when Cty Planning changes project after NCAC approval of a much lesser project. Asks for changes so this does not happen again.

North Coast Area Plan Update-new standars include Monterey Pine Forest:

Identify pines and oaks on site, establish project limit area, protective fencing around project, establish placement of driveway, and monitor/designate tree replacement area.

Resident asks is there any follow-up to make sure replacement trees are indeed planted? Yes, says Singwald.

XII Report from Sheriff Representative

Ben Hall, who arrived late, now reports

Commercial burglaries in East Village. Juveniles caught in Morro Bay. Most common ripoff now are scams where victims send cash to “receive” cash later.

J. Levitz-asks for more enforcement in Cambria for parking violations.

J. McKinnon-asks about the deputy at Coast High who is unable to fulfill his job because of injuries. Is that true?

Hall says to call the sheriff’s office.

XIII Traffic Committee Report-Jerry Levitz, Chair

Circulation study-not since 2006. Requests and updated study. Too many changes in the personnel of County Traffic offices, so difficult to make changes. Is proposing eight 20-minute parking stall in front of post office on Bridge Street and 2-hour parking for the rest of the street. Also, asking for a stop sign on Main Street on Knollwood.

Audience members asks for trimming the bushes on the left side to increase visibility. Amanda Rice explains topics of last meeting of Traffic Committee, since Jerry was not in attendance.

Chinese Park and Pocket Park: both will require more parking space.

M. Main -proposes residents park on upper Bridge Street, where there is plenty of parking, and walk down to the post office. No more spaces needed if residents walk. More handicapped parking spaces are needed for Cambria’s older folk.

Motion: NCAC to write a letter to Post Office re. visibility of signs. Jim Bahringer to write. Motion passes unanimously.

Discussion of project at Main St. and Burton. Hole in sidewalk.

XIV Project/Land Use Committee Report-Craig Smith, Chair

DRC2008-00016: Request for Minor Use Permit(MUP) to allow the addition of a 264 square foot Bedroom and Bath to an existing Single family Residence at 2770 Trenton Ave. the Project will require the purchase of TDCs. APN: 023-222-049. Comment: This Project is located in a Special Project Area 1.

Craig Smith recommends approval with comments

Motion to Approve: unanimous.

C. Smith: asks about home near Ragged Point, which is now visible from Highway One. Why?

Motion to include this question to County as part of final report.

Motion Passes unanimously.

Project on Trenton in SPA #1. Had asked county for a second referral. Above item is added to previous motion. Approval unanimous.

The UN Intergovernmental Panel on Climate Change and a host of researchers have concluded that “the human appetite for animal flesh is a driving force behind virtually every major category of environmental damage now threatening the human future: deforestation, erosion, fresh water scarcity, air and water pollution, climate change, biodiversity loss, social injustice, the destabilization of communities and the spread of disease.”

A May 08 report from a Pew Charitable trusts commission targeted CAFOs(confined animal feeding operations as posing …threats to public health…

Relates experiment in which students feed a group of mice unprocessed whole foods and a second group the same genetically engineered junk foods. Erratic sleeping patterns, laziness, violence,etc. shows on the group of mice feed the junk food and later the mice refuse to eat the processed food.

Planes are less efficient than trains. Walking and biking most efficient.

Most germy items include the common sponge, women’s purses, men’s wallets, make-up cases, etc.

New concern is the flat-screen. Nitrogen trifluoride, a chemical cleaning agent used in flat-screen production is 17,000 times more potent than carbon dioxide as a greenhouse gas, and persists in the atmosphere for around 550 years.
