Call to Order by Vice-Chair Amanda Rice at 7:07 PM.

I Roll call

Present: Carol Broadhurst, Brad Hale, Marty Munoz-Main, Craig Smith, Amanda Rice, Jerry Levitz, Muril Clift, Mike Thompson, Marjorie Ott, Jesse Arnold, Bobbie Shade, Jeff Miller, Harold Light.

Excused: Cecilia Merrill, Keith Hinrichsen, John Lamb, Bob McLaughlin, Loraine Mirabel-Boubion, Keith Hinrichsen, Brad Hale, David Odell.

II Approval of minutes: February 20, 2008 regular meeting-postponement of approval util the month of April , Revision/addition forhcoming.

III Review and approval of agenda

Motion approved unanimously.

IV Public comment period: Limited to items not on agenda; three minutes per speaker

1. Cheryl Mc Dowell-re. speed bumps, as seen in Santa Barbara. Emergency vehicle is able to pass. Describes to Jerry Levitz.

J. Levitz-says D. Flynn against bumps. Attend the traffic Committee meeting on first Monday of the month at Rabobank Community.

2. Leslie Richards

Area 2, candidate. turns in application. Reads 2 questions re. transportation -circulation mitigation and re. lots bought by CCSD . Concerned about lots merged and taken off the open space classification. No answers yet.

Her goal is to preserve open space.

3. Nancy Lachman-Resident of Happy Hill, Warwick Street. Hoping for a court order at hearing of her case against the owners of vacation rental next door to her residence. Her court date is April 21 and she cannot get copies of the Violations from the county. She is representing herself.

4. Jesse Arnold-Happy Hill. concern: genetic engineering of crops vs. organic growth.

3 growers of g/e crops in county: Dr. John DeVincenzo, Dr. Hiyashi, and Cal Poly.

A corn survey is available from him.

V Sheriff/Law Enforcement Report: Todd Steeb

-phone calls re. recent helicopter sightings.

-burglary suspect arrested in Cambria

-Grafitti , student charged.

-10 new deputies, 2 already on the job.

-4th of July, plans ongoing.

VI County Planning Report: Arlin Singewald

April 19-date set for Community Advisors Training in SLO. Let Chair know if you plan to attend.

A[ro; 8-Cell phone hearing re. Fiscalini Ranch.

Q. Have all other sites been considered?

Muril: permits necessary for Ranch events? Stricter enforcement of certain events.

VII County Public Works Report-absent

Presents certificate of appreciation to Carol Broadhurst, whose term on the NCAC is ending this year.

IX Traffic Committee Report: Jerry Levitz

Weymouth Street-excessive speed of cars. 4 way stop sign with lights to be installed.

Residential area, Seacliff, should be 25, not 35 MPH.

Eaton/Main Street, signage to be corrected.

X Project/Land Use Committee Report: Craig Smith, Chair

Projects for Review details available at northcoastadvisorycouncil.org

1. Projects Recommended for Approval with Comments (Items 1a & 1b) -

a) DRC2007-00131 (A. Singewald): Resurface 2.1 miles of existing red rock based access road (Harmony Ranch Road) to 12 feet wide asphalt surface with 2 feet wide red rock shoulders. Harmony Ranch road intersects Highway 1 about 0.8 miles south of the HWY 1 and HWY 46 intersection. APN: 013-201-026, -031, -032, -043, -044, & -045. Comment: This Project will result in a long, paved driveway, but is just improving an existing gravel road. No further comments.

b) DRC2007-00126 (K. BROWN): Minor use permit (MUP) for an addition to an existing Single Family Residence (SFR) located at 1717 Avon Ave. in Cambria. APN: 023-116-008, 015 & 027. Comment: The project increases the footprint of the SFR from 888.75 sq ft to 1818.79 sq ft and the GSA from 1779.85 sq ft to 3641.89 sq ft. The project adds two bedrooms and closets, living area, dining area, and enlarges the master bath. The NCAC requests that County Planning ensure that the project replaces the trees removed in accordance with the existing County Ordinance on the current project parcel.

Motion made to approve above projects: Motion passes unanimously.

2. Items for Review:

a) Draft Program-Level Environmental Impact Report (EIR) for the CCSD Water Master Plan (WMP) is available for review on-line at www.cambriacsd.org and at the Cambria Library. Written comments should be submitted to the CCSD by 14 April, 2008 to: Mr. Robert Gresens, P.E., District Engineer, Cambria Community Services District, 1316 Tamson Drive, Suite 201, Cambria, Ca 93428.

b) Public Review Draft of San Luis Obispo County Growth Management Ordinance. The document is available on-line at www.sloplanning.org or copies are available from the County. Written comments are welcome to John Hofschroer, jhofschroer@co.slo.ca.usa, or to Jo Manson, jmanson@co.slo.ca.usa. Comments can also be made at the County Planning Commission Public Hearings on April 10,2008 or at the County Board of Supervisors Public Hearing on May 13, 2008.

Preliminary, NCAC Land Use/Projects Review Committee Cambria Cell Phone Towers Site Review

Nextel seems to be leading the project. JoEllen Butler leading a walkabout of all site listed.

The Proposed cell phone sites include:

Fire station, New Grammar School, Jiscalini Water Tanks, Stuart St. Water Tanks, Cambria Nursery, Water Yard, Marcia Phillips Home site, Pine Knolls Water Tanks, Cal Fire station off Weymouth St., and Camp Yeager.

Meeting Notices

1. Notice of SLO County Planning Commission hearing February 14, 2008: The Planning Commission is scheduled to hold a hearing regarding the proposed inclusionary housing and Mobile Home Park Draft ordinances. County staff has placed all of the Draft Inclusionary Housing Mobile Home Conversion Ordinance documents onto the Planning Department website. Now anyone can access all of the staff reports and attachments for the February 14, 2008 Planning Commission by going to the Planning Department website at www.sloplanning.org. Go to the right column and click onto “Meeting Calendar and Video Streaming.”

2. County Planning Department hearing on April 4, 2008 for two projects: DRC2006-00245, addition to SFR at 1570 Berwick Drive (Project recommended for approval in August 2007); DRC2007-00010, addition to a SFR at 6415 Kathryn Drive (Project recommended for approval in September 2007).

C. Smith requests return with Report re. Sites. Report is postponed for tonite.

XI Election Committee Report: Brad Hale

Leslie Richards and Nancy Lackland nominated for Rep. and Alternate for Area 2, respectively.

Motion Passes unanimously.

No election necessary for May 2008 although vacancies still exist.

XII Corresponding Secretary’s Report: Carol Broadhurst one letter sent and Abel Maldonado replied to her.

XIII Treasurer’s Report: Muril Clift

Has resigned with letter to NCAC, effective 3/31/08.

Motio for Bobbie Shade for treasurer, rescinded by c. broadhurst. Discussion follows as to changing the BY-LAWS. Then possibly the entire executive committee could be composed of alternates.

Election of treasurer will be done in May-June, when new board is installed.

Motion made for Amanda Rice to serve as Chair until May/June. Motion passes unanimously.
