I Call to Order by Amanda Rice, filling in for Chair John Lamb, excused.

II Approval of minutes: January 16, 2008 Regular Meeting. Minutes approved.
III Review and approval of agenda-
additions to Chair’s Report: Action: proposed letter to the Cambrian re. NCAC election.
IV Public Comment Period: comments limited to items not on agenda
1. Cheryl McDowell and Randy McDowell-re. speed of traffic on Weymouth Street between Charing Lane and Highway One. Revision of previous minutes of Feb. 20, 2008: 2. The NCAC has directed that the Land Use/Projects Review Committee conduct a review of all the sites that Sprint/Nextel used in determining that the Fiscalini Ranch was the best place for their cell phone towers and if the community supports this selection. The Committee will report back to the NCAC at the March 2008 meeting. End of revision.
V Sheriff/Law Enforcement Report: Todd Steeb absent. Chief Putney, will take questions at next meeting of Fire people.
Noon to 2pm tomorrow-amgen bike race to travel through Cambria.
VI County Planning Report: Arlin Singewald

‘Current Projects: of Planning Commission: Includes, Draft incllusionary Housing Ordinance, etc.
April 19, 8-3Pm for Council members @ SLOCounty Library.

VII County Public Works Report: Dean Benedix re. Cambria Drive/flood control project Project started in 1995. components of project include:
1. Construction of new Bridge where Highway One is at present. Water to flow underneath bridge.
2. Bypass Project: May First- September construction will take place. Speed limit will be reduced significantly during this time. Also, Reconstruction of Cambria Drive from H one to Main Street
3. Pump Station at Gazebo Property.
4. Bike Path
5. New traffic signal at the h One and Cambria Drive intersection
Jerry Levitz-is there a time element in the contract? Yes, must be done by Jan. 09.
September during Pinedorado-? Will probably not be done. Will be closed off.
Cynthia Matthews-negative impact on businesses in Cambria. Alternate detours must be offered.
County will lose their tax incentive…
Alternate sign for drivers coming into town at first entrance???
Sheffield Project-disturb the town for 2 weeks. When during the year? Not yet decided-not yet bidded.
Cynthia Matthews:Businnesses are in survival mode at the present time and need all help to attract visitors.
Highway One will not be closed down during this time.’
Jerry Levitz-Chamber Rep. Marjorie Ott will work with Traffic Committee to take care of signage during the detours,etc.
Cyril Clift-Harmony left turn signal…?
VIII Supervisor’s Report: Bruce Gibson
1. Estimate for Harmony left-turn pocket= $3 million.
2. End of January -Supervisors approved construction of new library in Cambria. Still some years away.
3. Friends of the Library will be conducting fund-raisers.
4. Cell tower on East West Ranch- case on appeal Continued to April 8th.
“Use must be dependent on the location”. Case has not been proven yet.
5. County Board of Supervisors-and the budget. A status quo budget=$18 million deficit. Predicts next 3-5 years -difficult time for budget issues.
Each department being asked for help toward balancing in next few years.
Jesse Arnold-ag liason advisory board . Created in 1972. Members appointed by Supervisors and other special interest groups.
Organic growers involved?
Supervisor Gibson’s appointment is an organic grower from Los Osos.
Steve Cole, questions slowdown in housing market. Effects for SLO County.
Also raising revenues and/or lower expenditures to balance budget.
Marjorie Ott- new tax on occupancy rate.??
Negative impact of hotel, bed and breakfasts,etc.
Myril Clift-prevaling wages. Comparison with other counties.
Gibson-County aims to pay the average.
Defined benefit pensions- increasingly hard to pay.
Dean Benedix- unable to find workers from Bakersfield because too expensive to live here. County must be able to pay enough for a living wage.
IX Traffic Committee Report-Jerry Levitz
1. At last meeting of Traffic Committee: Hilcrest Drive-
2. March 2007-survey of Cambria streets. No problem with Main Street. except change of speed between Main Street and grammar school(25 mph).
No problem with Moonstone Drive.
Suggestions given to Public Works beforehand.
Winsor-goes to 35 to 30 mph. Beyond the county park=35 mph. even through housing on Winsor. It should be reduced to 25 mph.
Ardath-no problems.
Burton-no sign posted from H One to Main Street. 30 mph is suggested. One sign only going the other way.
3. Suggests for residents to come to the Traffic Committee.
meetings on Mondays.
X Project/Land Use Committee Report: Craig Smith, Chair. Current projects:
5 projects reviewed:
DRC2007-00102: Add upper and lower decks totaling 1305 sq ft to existing 2-story Single Family Residence (SFR) at 2255 Benson Ave. 2 pine trees (12” diameter) to be removed. APN: 023-068-031.
New pines have already been planted. Recommend approval.
DRC2007-00106: Add 230 sq ft to existing SFR and build 900 sq ft detached garage with 600 sq ft upper floor guest house at 1888 Benson Ave. 3 oaks, 1 pine to be removed. APN: 023-113-006 & -015.
Recommend approval.
DRC2007-00107: Add 745 sq ft living area and 563 sq ft garage to existing SFR at 2444 Leona Drive. APN: 023-351-022. Recommend approval. Neighbor has no problem with add on.
DRC2007-00111: Build new 3-bedroom, 2.5 bath 1760 sq ft SFR with attached 670 sq ft garage and detached 600 sq ft guest house at 1609 Burton Drive. 7 pines, 3 oaks to be removed. APN: 013-141-022. Recommend approval with comments: Retaining wall is over setback boundary.

4 acre site, which included 4 legal parcels. Project now greatly reduced.
Craig Smith-10 trees should be replaced on the parcel
DRC2007-00112: Add 453 sq ft living area to existing SFR by converting attached one-car garage and adding second story at 465 Cambridge Street. Retain existing 680 sq ft detached garage. APN: 022-182-071. Recommend approval. Project fits character of neighborhood.
Motion to Approve all projects with comments-Unanimously Approved.

Future projections/outstanding: $400 for ads and $400 for web maintenance.
$25 for box rental.
XIV Vice-Chair’s Report: Amanda Rice re . Planning Department initiatives
John Lamb unable to attend.
Copy of report of meeting passed out.
Changes in code enforcement/planning.
XV Chair’s Report: John Lamb. John Lamb, absent.
Amanda Rice , reads Report.
Action: Request by John Lamb- to send letters to Governor and Legislators opposing State Park closures. Carol Broadhurst made copies for approval by NCAC.
Jesse arnold-recollects procedure for sending letters.
Carol Broadhurst reads letter (which had been previously sent via e-mail to all NCAC members) aloud.
Motion to approve and send letter: Unanimously approved.
Information: Annual Compliance and Verification form submitted, Economic Advisory Committee membership.
Gibson : county has committee on this subject. New members needed since resignation of members.
Majorie Ott may let others know of the opportunity.
Proposed letter to Cambrian re. Election. Amanda reads letter.motion to approve-Unanimously approved.
New agricultural reps will be coming.
Dawn Dunlap and Debbie Mix will be starting in June.
