III Approval of Changes to the Minutes of last meeting
Craig Smith was present at the last meeting. Motion to approve: approved unanimously.
IV Approval of this month’s Agenda-unanimous approval
V Public Comment –items limited to those not on agenda
1. Marjorie Ott Chamber of Commerce opposes water rate increases. Petitions against proposal are available at Chamber Office. 2271 protest letters by water meter are needed. Must be received by October 24th.
2. Jesse Arnold- SLO County GE Free 2007 Corn Survey-distributes. Dr. John DeVincenzo labels his own corn with label.
3. Harold Light-Senate Bill 62. Labels of all meat from cloned animals. Govennor has until Nov. 14 to pass the bill. A consumer-choice issue. (Dairy and meat products)
4. Nancy Lackman-asks for meeting with Art Trinidad
VI Sheriff’s Report-absent: no report
VII County Planning-no report
VIII Supervisor’s Report-
1. Community Plan for Cambria and San Simeon returning for review.
2. 2. Appeal by Cambria resident who ha no will-serve letter and wants a building permit. Is appealing next Tuesday.
3. Sept. 18- final budget review for 06-07. $475 million budget. 08 will be a tight money year.
4. Supervisor Gibson says that 14 lots are available for non-payment of taxes. Decision was to transfer to CCSD with provision that 10 of them commit to Open Space. Then, 2 lots for affordable housing and 2 lots for open space. Habitant for Humanity will probably develop.
David Odell- Why a tie vote is a no vote by Coastal Commission instead of a “no action” vote. Gibson says the CCSD may produce other information for CC to reassess “water sources”.Bob McLaughlin, concerned about water shortage in San Simeon.
Discussion of water shortage problem.
IX Art Trinidad: SLO County Code Enforcement
Kathy Smith: Banners in front of businesses. Art: only temporary signs allowed; no off-site signs allowed.
Vacation Rentals: County limits the # of vacation rentals-only way of controlling the numbers. Self-policing is necessary. County meets more often that in the past with the groups involved. Enforcement is very difficult. Vacation rentals need permits, property managers and a business license.
Home Occupations: County will allow businesses in homes, as long as they are quiet and non-intrusive.
Harold Light: Williamson act-questions Parking:: Code Enforcement does not deal with Parking issues, but does deal with abandonment of cars. Parking issues are dealt with by Public Works.
Single Family Residence= 1 kitchen. The number of people who live in one home is not enforceable unless unsanitary conditions are present.
Amanda suggests resident attend the Traffic Committee meeting on the first Monday of every month.
Jesse Arnold, unpermitted vacation rentals.
County cannot enforce a person’s right to enjoy peace on their property. Art: one should probably sue at that point.
Cambrian resident Margol Roberts-documents her complaints and distributes packet of e-mails and correspondence sent to the County re. problem at 1987 Sherwood Drive.
Art: few residents attending who complained. Another resident says that “people are afraid to put up with retaliation” when they complain.
Resident who complains about 1987 Sherwood says “code enforcement” is worthless.
Gibson: only 6 agents in Code Enforcement. The County has a resource problem.
Harold Light-burden of proof is on the County.
Martin Verheagh(?): Cambria resident-reads statement noting that when Vacation Ordinance was implemented, the Supervisors were adamant that Code Enforcement would be enlarged to meet the needs of code enforcement and this was not done!
X Traffic Committee Report-Amanda Rice reads
Flood control Project-additional funds from FEMA rec’d. Work to begin soon. Closing of Cambria drive at that time, acc. To David Flynn.
Committee to send letter to remove 2 parking spaces on Knollwood. Visibility is obstructed. Also, stop sign needed. Letter to be sent to owner of Cookie Crock property. Motion to send letter. Passes unanimously.
Chief Putney: street signs –some obscured by vegetation.
County signs should have 20 feet of horizontal and 13 feet of vertical clearance.
Marjorie Ott-when are white stripes on Main Street in West Village being painted?
XI Project and Land Use Committee-Craig Smith, Chair
1. First 8 items: committee recommend approval. Craig reads each entry.
Motion to approve: Motion passes unanimously.
2. Meeting Notices: Each Planning Department Hearing and Board of Supervisors meeting to consider appeals (as listed on Agenda for Sept. 19, 2007) read and reviewed. In addition, Review and Comment on affordable Housing Ordinance prepared by SLO County Planning for consideration by SLO Bd. Of Supervisors. Motion to Approve: Approved unanimously.
